Who does what

You run the show. PLLAY runs the rails.

The creator or partner

Runs the broadcast, decides which moments are worth playing, and confirms the outcome when the read is not clean.

PLLAY

Opens the event, takes the entries, reads or verifies the result, settles the pool and writes the record.

When the read isn't clean

Verified when confident. Held or refunded when unclear.

A pool only settles when the outcome can be established. When it cannot, the creator confirms it — and if it still cannot be established, nothing pays: the event is held or every stake is refunded. PLLAY would rather lose a settlement than take a guess with someone else's entry.
